Insulation grants in France since 1 September 2026: what has really changed
MaPrimeRénov' no longer funds insulation as a single measure for applications filed since 1 September 2026. Insulation is still taken into account in MaPrimeRénov' major renovation, where several insulating materials may be combined to reach the required total thermal resistance. CEE grants (the French energy saving certificate scheme) continue to fund insulation measure by measure, including several insulation layers installed one over the other. In overseas France, the CEE sheets and the Agir Plus and HODARI schemes remain particularly favourable, both for insulation and for solar protection of roofs.

Energy grants (CEE) in France: insulation measure by measure
In mainland France, CEE grants still fund insulation element by element, with no major renovation required. Each sheet sets the thermal resistance to be reached:

The sheets expressly provide for several insulation layers installed one over the other: the declaration states the brand and reference of each one and the overall thermal resistance. Standard NF EN ISO 22097 is cited there for reflective insulation. Only the newly installed insulation counts (existing insulation is left out of the calculation), a company holding the RGE qualification used in France is required in housing, and the grant offer must be accepted before the quote is signed. Measure by measure, CEE grants can be combined with other aid; they cannot be combined with MaPrimeRénov' major renovation.
MaPrimeRénov' major renovation (France)
For a home over 15 years old, rated E, F or G, occupied as a main residence, with an Accompagnateur Rénov' (renovation advisor) and after an appointment with a France Rénov' adviser. The project must gain at least two energy classes and treat at least two parts of the building envelope out of four: walls, ground floors, roof or lofts, windows (at least 25 % of the surfaces of each part chosen). Example: insulating the sloping roof (traditional insulant combined with R'BULL) and replacing the windows, if the energy audit confirms the gain of two classes. The aid covers a share of the expenditure excluding VAT, capped at €30,000 (gain of 2 classes) or €40,000 (3 classes or more):

Within each insulated part, one or more insulating materials may be combined: their total thermal resistance must reach 7 m².K/W in unconverted lofts, 6 in sloping roofs, 6.5 in flat roofs, 3.7 in walls insulated from the inside, 4.4 from the outside and 3 in ground floors. Standard NF EN ISO 22097 is expressly recognised for reflective insulation. In a detached house in France, the project may neither install nor keep heating or hot water running on oil, gas or coal. This aid cannot be combined with CEE grants.
For applications filed before 1 September 2026, the former lump sum by measure applies (€25, €20 or €15/m² for sloping roofs and loft ceilings).
Overseas France: a setting that suits R'BULL particularly well

BAR-EN-106 and BAR-EN-107 expressly provide for several insulation layers installed one over the other with the overall thermal resistance: R'BULL can be combined there with a traditional insulant.

The roof may deliver the solar factor on its own or reach it through an assembly of elements; in that case the sheet calls for the characteristics of each element (colour or absorption coefficient, thermal resistance, emissivity) and a calculation note following the rules of the territory. For R'BULL Pro 13, the LNE calculated S = 0.029 under a white steel roof with a slightly ventilated air gap, and S = 0.018 with, in addition, an unventilated air gap and a plasterboard.
Roof insulation: funded in the five overseas France territories by Agir Plus (EDF) and HODARI (Mayotte), from €12 to €35/m² depending on the territory and income, for a system made up of “one or more insulants” with a total thermal resistance R ≥ 1.5 m².K/W (standard NF EN ISO 22097 for reflective products).
Roof insulation pack: it limits heat transfer by conduction and by reflection at once, combining a solar factor below 0.03 with insulation of R ≥ 1.5; funded by Agir Plus in Guadeloupe (€32 to €36/m²).
MaPrimeRénov' in overseas France: no more insulation lump sum since 1 September 2026, but solar protection of the roof is still funded (S ≤ 0.03 except in Mayotte; €25, €20 or €15/m² depending on income), as are ventilated over-roofs and ventilated cladding.

Energy Renovation Aid
across the EU's 27 Member States
A complete overview of national energy renovation aid schemes: direct grants, subsidised loans, tax credits, one-stop shops and mechanisms equivalent to the French CEE scheme.
All Member States are subject to the Energy Efficiency Directive and the Energy Performance of Buildings Directive (EPBD, revised 2024). Each country must submit a National Building Renovation Plan by the end of 2026. The directive sets energy-saving targets but does not impose a single model. The 13 lower-income countries also benefit from the Modernisation Fund.
The most comprehensive scheme in Europe. MaPrimeRénov', MaPrimeAdapt', CEE, 5.5% VAT, Éco-PTZ. One-stop shop: France Rénov'.
BEG: KfW loan up to €150,000 with a repayment bonus. Direct BAFA grant. Altersgerecht Umbauen programme for adaptation.
SEAI offers direct grants, a One Stop Shop, and the free Warmer Homes scheme. EEOS is the direct equivalent of the French CEE scheme.
Klimabonus: up to 62.5% of costs. Klimaprêt: subsidised interest rate of 1.5%. Energy audit grant of €1,500.
Ecobonus (50-65% tax deduction), Bonus Casa. Certificati Bianchi managed by the GSE, equivalent to CEE. Everything centralised on the ENEA portal.
IDAE grants (up to €12,000). CAE (Certificados de Ahorro Energético), equivalent to CEE. Tax deductions available.
Regional aid. Flanders: Mijn VerbouwPremie + Mijn VerbouwLening (loan of €60,000). Wallonia/Brussels: Rénolution grants.
RVO portal: ISDE grant. Insulation amount doubled for combined measures. Reduced VAT at 9%. No consumer-facing CEE scheme.
Grants of up to 50% of eligible costs. Regional (Länder) loans can be combined, with local deductions also available.
Direct grant. Håndværkerfradrag tax deduction on labour costs. Supplier obligation mechanism (≈ CEE).
ROT-avdrag: a 30% tax deduction on labour costs for renovation (cap of SEK 75,000). District heating is well established.
ARA: renovation subsidies. Kotitalousvähennys: a 40-60% tax deduction on labour costs.
Fundo Ambiental: subsidies of up to 85% of costs for low-income households. IRS tax deductions available.
Greece's flagship programme: direct subsidies of up to 85% of costs. Subsidised loans via partner banks.
Eko sklad: zero or very low interest loans plus direct subsidies. A regional benchmark funded by the EU Modernisation Fund.
Subsidies for thermal insulation and heating. Geothermal heat pumps: a bonus of +CZK 40,000.
National programme (Clean Air). Subsidies of up to PLN 135,000 (~€31,000) for insulation and replacing coal heating.
